After graduating from Deming High School in southern New Mexico, Ms. Wilcox attended George Washington University in Washington, D.C. where she earned a Bachelor of Arts (cum laude) in political science.  After graduating from George Washington University, Ms. Wilcox returned to New Mexico and attended the University of New Mexico School of Law.  Ms. Wilcox earned her Masters of Law in Taxation (“LL.M.”) from New York University, and subsequently returned to New Mexico to practice law.

Ms. Wilcox is a Board Certified Specialist in Estate Planning, Trust, and Probate Law.  This involves a rigorous review process by the New Mexico Board, and only five other attorneys are currently listed as certified specialists in this category in New Mexico.

Ms. Wilcox continues to be “AV” rated for Ethical Standards and Legal Ability by Martindale-Hubbell National Lawyers Directory (“AV” is the highest rating available).  She continues to be listed in The Best Lawyers in America in the category of (i) Tax Law; (ii) Trusts and Estates Law; (iii) Litigation - Trusts & Estates; and (iv) Litigation & Controversy - Tax.  Ms. Wilcox has also been honored by the Albuquerque Community Foundation, receiving the “Excellence in Charitable Gift Planning” award.

Ms. Wilcox serves on the Board of Trustees for the Albuquerque Community Foundation, and is chairing the Professional Advisor Group.  Ms. Wilcox is also on the Board of the New Mexico Chapters of the Society of Financial Service Professionals and the Financial Planning Association, and is a Board Member of the State Bar of New Mexico Real Property, Probate, and Trust Section.

Ms. Wilcox practices in the areas of estate planning, tax law, probate, estate and trust administration, charitable giving, guardianships and conservatorships, and business planning. She has lectured to financial advisors, attorneys, accountants and others on estate planning, charitable giving, planning related to qualified retirement benefits, and legal ethics.

Cynthia Sikelianos is a native New Mexican. She is a graduate of Highland High School in southeast Albuquerque. Ms. Sikelianos received a Bachelor of Arts from the University of New Mexico. While receiving her undergraduate degree, Ms. Sikelianos worked in a local premier estate planning law firm, where she developed an interest in this area of the law. After graduation, Ms. Sikelianos attended the University of New Mexico, School of Law, and received her Juris Doctor degree. She has been a practicing member of the New Mexico State Bar since 1997.

Since being admitted to the bar, Ms. Sikelianos' legal practice has been primarily in the areas of estate and business planning, probate, and estate and trust adminstration. Ms. Sikelianos serves on the Board of Directors of the New Mexico State Bar Tax Section and is a member of the State Bar of New Mexico Real Property, Probate, and Trust Section.

In addition to Ms. Sikelianos' legal aspirations, she is also a wife and mother, small business owner and director of Triple Threat Performing Arts in northeast Albuquerque. She is also a member of the Board of Directors of the historical Albuquerque Little Theater.

Ms. Sikelianos finds assisting clients with their estate and business planning needs rewarding because of the benefit her clients receive as a result of these services. James A. Noel has a broad educational and professional background. After working almost ten years in the U.S. Department of Energy complex, including five years at Los Alamos National Laboratory, he attended law school, graduating in 2000. Jim was in private practice when he was tapped in 2004 to serve as the Executive Director and General Counsel for the New Mexico Judicial Standards Commission.  During his five and a half year tenure with the Commission, Jim successfully fought for additional staff and funding that enabled him to eliminate the substantial backlog of judicial disciplinary cases. As Executive Director and General Counsel, Jim prosecuted more disciplinary trials that resulted in more published state Supreme Court opinions than any previous director.

More recently, Jim served as the Cabinet Secretary for the New Mexico Energy, Minerals and Natural Resources Department. In this capacity he was responsible for an annual budget of over $72M, with over 500 employees. As Secretary, Jim oversaw the administration of five technical divisions within the department, including the Energy Conservation & Management Division, the Mining and Minerals Division, the Oil Conservation Division, New Mexico State Forestry Division, New Mexico State Parks Division. As Secretary, Jim also oversaw the Administrative Support Division and the Youth Conservation Corp, and had administrative responsibility for the New Mexico Department of Game and Fish.

Jim has been active in both ethics reform and election reform in New Mexico. He was appointed to serve on two legislative election reform task forces in 2004 and 2005, and was appointed to two gubernatorial ethics reform task forces in 2006 and 2007.

Jim is returning to estate planning after several years in public service. As an estate planning attorney with an MBA, Jim’s practice will focus primarily on trusts and estate planning, with special emphasis on business planning.

Jim received his BA in Political Science and Anthropology from Indiana University, with an emphasis in International Relations and Russian and East European Studies. He has an MBA from Indiana University with a focus on international market analysis, and received his JD from the University of New Mexico. Jim lives in Corrales, New Mexico with his wife Amanda, and their ten horses.
